History of civil service:
The Imperial Secretariat Service (commonly abbreviated as the ISS) was a civil service of the British Empire in British India during British rule in the period between 1919 and 1945.
The service was one of the “Imperial Services” with the Imperial Civil Service, Indian Imperial Police, and Imperial Forest Service of the Indian Government under the British colonial rule in India.
Foundation of civil services:
- 1858 (as Imperial Civil Service).
- January 26, 1950 (as Indian Administrative Service)
The Civil Services Exam (UPSC).
The Civil Services Exam (CSE) in India is a nationwide competitive examination conducted by the Union Public Service Commission (UPSC).
There are about 24 services which come under the Civil Services Exam conducted by UPSC every year. These services include IAS, IFS, IPS etc.
The Indian Administrative Service is the premier administrative civil service of the Government of India. Hierarchy-wise, IAS is the highest administrative post among the 24 services like IPS, IFS etc.

Process of UPSC (IAS exam):-
The Indian Civil Service Exam (UPSC IAS exam) is conducted in three stages:
- Civil Services Exam (Preliminary) – Objective Type
- Civil Services Exam (Main) – Descriptive Type
- Personality Test / Interview.
The process of the Indian civil services examination from the notification of the preliminary examination to the declaration of the final results takes place almost within a year. The candidates who get selected are recruited and trained for various services by the Central Government and then allotted different State Cadres as per their preference and ranking.
Stage I: Civil services Exam – UPSC Prelims
The UPSC Prelims comprises of two objective type papers (General Studies I and General Studies II or CSAT) for a total of 400 marks. Both papers are usually held on the same day in two sessions via offline mode (pen-paper).
The Prelims Admit Card would be released on the official website of UPSC 2-3 weeks before the date of the exam.

- There are two papers in the preliminary exam, each of which carries 200 marks. Both of these are compulsory and consist of MCQ type questions only.
- In the preliminary examination the marks scored by the candidates are not counted for the final score. It is only a screening test where candidates not securing the cut-off marks are eliminated.
- GS Paper II (CSAT) in IAS exam is of qualifying nature. One must secure a 33 per cent mark in the General Studies paper of the prelims to qualify for the main stage exam.
- There is ‘Negative Marking’ in the IAS Exam for each incorrect answer but only in the Prelims stage. The negative marking for incorrect answers will be 1/3rd of the allotted marks of that question.
- For Blind candidates are given extra time of 20 minutes for each paper in the IAS Exam (Prelims).
Stage II: civil service Exam – UPSC Mains
The Civil Services second stage Main written examination will consist of the nine papers, but only 7 papers will be counted for final merit ranking. For the rest two papers are qualifying in nature.

- Paper-A (Compulsory Indian Language), Paper –B (English) will be of Matriculation or equivalent standard and qualifying in nature. . The marks obtained in these papers will not be counted for ranking. Candidates need to score at least 25% in each paper in order to qualify).
- 4 General Studies Papers (I, II, III, and IV) and 2 Optional Papers (I and II) and 1Essay paper are considered for the final ranking.
- The paper A on Indian Language will not, however, be compulsory for candidates hailing from the States of Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland and Sikkim.
- Candidates will have the option to answer all the question papers, except the Qualifying Language Papers (Paper-A and Paper-B), in any one of the languages included in the Eighth Schedule (8th) to the Constitution of India.

After these two stages (stage I and stage II) there is a Personality Test. The main exam has 1750 marks while interview has 275 marks.
The final ranking of the candidates is on the basis of the marks obtained by them in the Main Examination and Personality Test/Interview. In this round, the board evaluate the mental calibre of a candidate, candidate’s intellectual qualities and assesses the personality traits of the candidates. During interview questions will be asked on their hobbies, current affairs, general knowledge, situation questions, etc.
Candidates are expected to have taken an intelligent interest not only in their special subjects of academic study, but also in the events which are happening around them both within and outside their own state or country The UPSC personality test will be held only in the UPSC Bhawan in New Delhi.

- For the Indian Administrative Service and the Indian Police Service, the candidate must be a citizen of India.
- For other services, the candidate must be one of the following:
- A citizen of India.
- A citizen of Nepal or a subject of Bhutan
- A Tibetan refugee who settled permanently in India before 1 January 1962.
- A person of Indian origin who has migrated from Pakistan, Myanmar, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam with the intention of permanently settling in India
Educational qualification:
- The candidate must hold a PASS BACHELOR’S degree from any of the Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University, under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.
- Candidates who have appeared or intend to appear for the final examination and are awaiting results are also eligible to apply for the Preliminary Examination.
- All such candidates who qualify the Prelims examination must produce a proof of Pass Bachelor Degree to appear for the Civil Services Main Examination. This Degree has to be attached with their application for the Main Examinations.
- The UPSC may in exceptional cases treat a candidate without the foregoing requisite qualification as an eligible candidate if he / she have passed an examination conducted by other institutions, the standard of which justifies his / her admission in the opinion of the Commission. The criteria may apply to candidates having bachelor’s degree from any reputed foreign university for example Oxford, Cambridge, and Harvard etc.
- Candidates with professional and technical bachelor’s degrees that are recognised by the Government are also eligible to apply example MBBS, BE etc.
- Candidates who have passed the final year of MBBS but are yet to complete the internship can also appear for the Main Examination. However, they must submit a certificate from the concerned authority of the University / Institution that they have passed the final professional medical examination along with their Main Examination application.

The upper age limit prescribed above is relaxable for the following candidates:
- 5 Years – Scheduled Caste/ Scheduled Tribe (SC/ST)
- 3 Years – Other Backward Classes (OBC) 3 Years – Defence Services personnel
- 5 Years – ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least 5 years Military Service.
- 10 years – in the case of (a) blindness and low vision; (b) deaf and hard of hearing; (c) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy; (d) autism, intellectual disability, specific learning disability and mental illness; and (e) multiple disabilities from amongst persons under clauses (a) to (d) including deaf-blindness.
- 5 Years – In the case of ECOs/SSCOs who have completed an initial period of assignment of five years of Military Service as on 1st August, 2019 and whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and that they will be released on three months’ notice on selection from the date of receipt of offer of appointment.

Note :—
(I) An attempt at a Preliminary Examination shall be deemed to be an attempt at the Civil Services Examination.
(II) If a candidate actually appears in any one paper in the Preliminary Examination, he/she shall be deemed to have made an attempt at the Examination.
(III) Notwithstanding the disqualification/cancellation of candidature, the fact of appearance of the candidate at the examination will count as an attempt.
